Dr. David Burton

David A. Burton, MD

Chief Executive Officer

Dr. Burton is a former Senior Vice President of Intermountain Healthcare, where he served in a variety of executive positions for 26 years. He spent the last 13 years of his career co-developing Intermountain's clinical process models utilized within the EDW environment. Dr. Burton is the former founding CEO of Intermountain's managed care plans (now known as SelectHealth), which currently provide insurance coverage to approximately 500,000 members.

He holds an MD from Columbia University College of Physicians and Surgeons and did his residency training at Massachusetts General Hospital in internal medicine. He was a charter member of the American College of Emergency Physicians and was Board Certified in Emergency Medicine. He practiced emergency medicine and was president of a single-specialty group of 20 emergency care physicians for nine years before joining the executive team at Intermountain.


Steve Barlow

Steven C. Barlow

Chief Information Officer and Co-Founder

Mr. Barlow is a co-founder of HQC and former CEO of the company. He oversees all development activities for HQC's suite of products and services. Mr. Barlow is a founding member and former chair of the Healthcare Data Warehousing Association. He began his career in healthcare over 18 years ago at Intermountain Healthcare, and acted as a member of the team that led Intermountain's nationally recognized improvements in quality of care delivery and reductions in cost.

Mr. Barlow holds a BS from the University of Utah in health education and promotion.


Tom Burton

Thomas D. Burton

Chief Technology Officer and Co-Founder

Mr. Burton is a co-founder of HQC and former President of the company. He brings 14 years of process improvement and IT experience to the company. Mr. Burton was a member of the team that led Intermountain's nationally recognized improvements in quality of care delivery and reductions in cost. He has taught courses in the Toyota Production System, Agile Software Development and currently teaches in the Advanced Training Program at Intermountain Healthcare's Institute for Health Care Delivery Research.

Mr. Burton holds an MBA and a BS in Computer Science from BYU.


Paul Horstmeier

Paul Horstmeier

Chief Operating Officer

Mr. Horstmeier brings 25 years of Fortune 500 and small business operations and general management experience to HQC. He co-founded HB Ventures and filled senior executive roles at HB Ventures portfolio companies. Within Hewlett-Packard, Mr. Horstmeier launched and grew three different businesses, including co-founding HP's commercial e-commerce business which later expanded to include the management of the data systems and infrastructure for marketing operations across the company. As Vice President of HP.com, Paul headed up a 700-person organization which was awarded nearly every industry award for quality and innovation during his tenure.

Mr. Horstmeier holds an MBA and a BS in Computer Science from BYU.


Dan Burton

Mr. Burton brings 18 years of strategy and leadership experience to his role at HQC. He co-founded HB Ventures and has filled senior executive roles at HB Ventures portfolio companies, including the roles of CEO, President and Chief Marketing Officer. Prior to HB Ventures, Mr. Burton led the Corporate Strategy Group at Micron Technology. He also spent eight years with Hewlett-Packard in Strategy and Management roles, including building and managing a technology e-business. Before joining HP he was an Associate Consultant with the Boston Consulting Group, where he advised healthcare systems and technology companies.

Mr. Burton holds an MBA with High Distinction from Harvard University, where he was elected a George F. Baker Scholar, and a BS in economics, magna cum laude, from BYU.


Jeff Selander

Chief Financial Officer

Prior to joining HQC, Mr. Selander was CFO at Great Basin Scientific, a pre-revenue life sciences start-up with responsibility for growing its finance, IT, HR, and administrative functions. Previous to Great Basin, he was Director of Strategic Planning for iBAHN Corp., a venture-backed high-speed Internet provider to the hospitality industry. During his tenure, annual revenues grew from $8 million to $135 million.

Mr. Selander holds an MBA from the F.W. Olin Graduate School of Business at Babson College, Boston, Massachusetts and a BA in international relations from BYU.


Dale Sanders

Dale Sanders

Senior Vice President

Frequently introduced as the leading authority on healthcare data warehousing and business intelligence in the United States, Mr. Sanders has spent the last 15 years applying IT to improve quality and efficiency in healthcare, while also reducing expenses. Prior to his healthcare experience, Mr. Sanders worked for 14 years in the military, national intelligence, and manufacturing sectors, specializing in analytics and decision support. In addition to his role at HQC, Mr. Sanders continues to serve as the Senior Technology Advisor and Chief Information officer (CIO) for the National Health System in the Cayman Islands. Previously, Mr. Sanders was CIO with the Northwestern University Medical Center, and Regional Director of Medical Informatics at Intermountain Healthcare where he served in a number of capacities including chief architect of Intermountain's EDW. Mr. Sanders is the founder of the Healthcare Data Warehousing Association, with now over 200 institutional memberships worldwide.

Mr. Sanders holds BS degrees in Chemistry and Biology from Ft. Lewis College, Durango Colorado, and is a graduate of the US Air Force Information Systems Engineering program.


Bruce Turkstra

Bruce Turkstra

Senior Advisor

Mr. Turkstra is an experienced IT executive with broad and deep experience in a number of health care organizations. He oversaw the deployment of KP HealthConnect, Kaiser Permanente's electronic health record and supporting applications deployment from initial vendor selection through full deployment in both inpatient and ambulatory settings. He also served as interim Chief Information Officer for Kaiser.

Most recently Mr. Turkstra worked with UCLA on vendor selection and initial organization design and staffing for the UCLA hospitals, the Faculty Practice Group, and the UCLA Medical School. He also worked on engagements in Singapore and other domestic clients.

Prior to joining Kaiser, Bruce was CIO of PricewaterhouseCoopers, Andersen Worldwide, and chief technology officer of Merrill Lynch.


Brian Eliason

Brian Eliason

VP Information Systems

Mr. Eliason brings more than 10 years of Healthcare IT experience to HQC, specializing in data warehousing and data architecture. His work has been presented at HDWA and AMIA. Prior to HQC, Mr. Eliason was the technical lead at The Children's Hospital at Denver with experience using I2B2. Previously, he was a senior data architect for Intermountain Healthcare, working closely with the disease management and care management groups. Additionally, he helped Intermountain bridge clinical programs with the payer-arm, Select Health.

Mr. Eliason holds an MS in business information systems from Utah State University and a BS from Utah Valley University.


Eric Just

Eric Just

VP Technology

Mr. Just brings over 10 years of biomedical informatics experience to HQC. Prior to HQC, he managed the research arm of the Northwestern Medical Data Warehouse at Northwestern University's Feinberg School of Medicine. In this role, he led the development of technology, processes, and teams to leverage the clinical data warehouse. Previously, as a senior data architect, he helped create the data warehouse technical foundation and innovated new ways to extract and load medical data. In addition, he led the development effort for a genome database. He is a co-author on several publications and has presented his work internationally.

Mr. Just holds an MS in chemistry from Northwestern University and a BS in chemistry from the College of William and Mary.


Chris Keller

Chris Keller

Director of Market Research

Mr. Keller brings a breadth of technology marketing and research experience to HQC having worked in management for several start-ups including Balihoo, Clearwater Analytics, and PC-Doctor where he helped to define and execute awareness, and revenue generating lead programs as well as market research and competitive intelligence activities. Previously, he managed the product development and launch of several multi-billion dollar color laser printers for Hewlett-Packard. Prior to that, he managed web development for BYU's Center for Instructional Design, an organization pioneering many of the earliest uses of web-based educational technology.

Mr. Keller holds an MBA, and a BA in communications from BYU.


Sherm Conger

Director of Human Resources

Mr. Conger brings more than three decades of deep domain expertise in human resource and operations management for large and small companies across several industry verticals. Prior to HQC, Mr. Conger was Vice President of People Services for Autonomous Solutions where he was recently elected as secretary to their Board of Directors. Previously, he was Vice President of Human Resources Services for Spillman Technologies, a 200-person software growth company recognized as one of Inc. Magazine's fastest growing private companies. Prior to that, Mr. Conger spent 15 years as part of a private business partnership with holdings in retail and fast food. Previous to that, he began his career working for Continental Airlines in a variety of management roles including as Senior Manager of Operational Planning.

Mr. Conger holds a BS in Business Administration from Utah State University.
